Expands the list of state officials required to complete mandatory ethics training to include the administrative director of the State, University of Hawaii leadership (president, vice presidents, assistant vice presidents, chancellors, and provosts), Department of Education leadership (superintendent, deputy superintendent, state librarian, and special assistant to the state librarian), judicial leadership (administrative director and deputy administrative director of the courts), and Office of Hawaiian Affairs leadership (administrator and assistant administrator).

Changes the timing requirement for ethics training from an annual January course to within 60 days of election or appointment to state office for those who have not previously attended.

Allows the state ethics commission to grant extensions for completing the training for good cause shown.

Reduces the maximum course length from at least two hours to no more than two hours.

Takes effect January 1, 2059.
