Creates a new offense of urinating or defecating in public within the Waikiki area, defined as the Waikiki peninsula and western slope of Diamond Head with specific geographic boundaries.

Applies to intentional or knowing acts in public places or areas likely to be observed by the public, including streets, sidewalks, parks, beaches, and other publicly or privately-owned property open to the public.

Exempts individuals with a medical condition verified by a licensed physician and those using appropriate fixtures in designated restrooms or sanitary facilities.

Establishes punishment of no more than 40 hours of community service work or a fine not exceeding $200 for violations.

Takes effect January 1, 2059, and repeals December 31, 2014.
