Changes preliminary report filing deadline from July 31 to July 5 for candidate committees in election years.

Adds a new September 30 preliminary report filing requirement for candidate and noncandidate committees during election years.

Requires candidates and treasurers to file supplemental reports every six months (January 31 and July 31) prior to an election year until they register as candidates.

Updates reporting requirements to specify "each" special and nonpartisan election for preliminary reports by both candidate and noncandidate committees.

Takes effect January 7, 2050.
