Provides independent rulemaking authority to semi-autonomous county public transit agencies, including the Honolulu Authority for Rapid Transportation.

Exempts county semi-autonomous public transit agencies from requiring mayoral approval when adopting, amending, or repealing rules.

Amends Section 91-3(c) of the Hawaii Revised Statutes to exclude these agencies from the existing requirement that all county agency rules be subject to mayor approval.

Aligns the exemption with existing practice for county boards of water supply, which already operate without mayoral rule approval.

Takes effect upon approval.
