Amends Hawaii Revised Statutes Section 846-2.7(b) to allow counties to conduct criminal history record checks on prospective employees working with vulnerable adults or senior citizens in community-based programs.

Authorizes counties to conduct criminal history record checks on prospective fire department employees whose positions involve contact with children or dependent adults.

Authorizes counties to conduct criminal history record checks on prospective emergency medical services employees whose positions involve contact with children or dependent adults.

Renumbers existing provisions in Section 846-2.7(b) from subsections (6) through (31) to subsections (9) through (34) to accommodate the three new county authority provisions.

Takes effect on January 7, 2059.
