Eliminates the public auction requirement for counties granting easements on county property when the county council has already approved the easement.

Allows counties to grant, sell, or dispose of easements for particular purposes through direct negotiation instead of public auction.

Maintains automatic reverter of easements to the county upon termination or abandonment of the specific purpose for which the easement was granted.

Exempts governmental, public utility, and renewable energy seawater air conditioning district cooling system easements from the public auction requirement (these were already exempt).

Reduces costs and administrative burden on counties and private property owners seeking easements over county property.
