Establishes a Military Affairs Liaison Trust Fund as a separate fund within a nonprofit corporation selected by the governor to serve as the state liaison for military matters.

The nonprofit corporation uses fund moneys to advocate for the military and small businesses, promote partnerships between state and county governments and military commands, facilitate business development opportunities, and enhance quality of life for military personnel and families.

Creates a seven-member advisory committee placed in the Department of Business, Economic Development, and Tourism, composed of representatives from nonprofits, unions, the state senate, state house, and the adjutant general.

Appropriates $1 for fiscal years 2011-2012 and 2012-2013 to establish the trust fund, with additional unspecified appropriations from the trust fund itself for administration and operations.

Takes effect on July 1, 2030.
