Prohibits any person from constructing, setting off, igniting, discharging, or otherwise causing to explode any homemade explosive device.

Defines "homemade explosive device" as a non-commercially manufactured device composed of single or mixed ingredients capable of instantaneously releasing sufficient energy to inflict substantial damage to persons or property.

Establishes violation as a Class C felony for anyone who knowingly or intentionally constructs, sets off, ignites, discharges, or otherwise causes to explode a homemade explosive device.

Takes effect upon approval.
