Establishes a weights and measurements special fund administered by the board of agriculture to make the measurement standards program financially self-supporting.

All application fees, licenses, and other moneys received under chapter 486 shall be deposited into the special fund, with interest becoming part of the fund.

Fund revenues shall cover administrative costs including salaries, fringe benefits, operating expenses, equipment, motor vehicles, and contracts for services, with possible transfers to the general fund for related costs.

Sets statutory fee schedules for annual licenses on various measurement devices (gas pumps, scales, taximeters, linear measures, etc.) and calibration fees for measurement standards, effective October 1, 2011.

Appropriates unspecified seed capital from general revenues to the special fund for fiscal year 2011-2012 and authorizes special fund expenditures for the measurement standards program and reimbursement of seed capital.
