Establishes the Agriculture Inspection and Certification Special Fund within the state treasury to replace the Certification Services Revolving Fund, effective July 1, 2011.

Directs all fees, civil penalties, fines, federal funds, grants, and other moneys collected by the Department of Agriculture for inspection and certification activities to be deposited into the special fund instead of the general fund.

Authorizes the Department of Agriculture to enter into agreements with government and private agencies to hire inspectors and pay for their travel and expenses for certification and audit services, food safety maintenance, and Internet food safety promotional systems.

Requires the Department of Agriculture to establish or increase inspection and certification fees by September 30, 2011, to cover operation, maintenance, and administrative costs of agriculture inspection programs.

Transfers all existing moneys and unpaid obligations from the Certification Services Revolving Fund to the Agriculture Inspection and Certification Special Fund as of June 30, 2011, and repeals the revolving fund statute.
