Amends HI Rev. Stat. § 706-648 to impose a probation services fee on defendants granted deferral of a plea under § 853-1, in addition to those sentenced to probation.

Sets probation services fee at $150 for deferral periods exceeding one year, or $75 for deferral periods of one year or less.

Allows courts to waive the fee if defendant is unable to pay.

Amends § 853-1(b) to require courts to impose the probation services fee as a condition when deferring proceedings for guilty or no contest pleas to petty misdemeanors, misdemeanors, or felonies.

Takes effect January 7, 2059, and does not apply to defendants who received deferred pleas before the effective date.
