Establishes the Sergeant Deyson Cariaga service members' life insurance reimbursement special fund within the state treasury, administered by the department of defense.

Fund shall reimburse eligible Hawaii National Guard and federal military reserve members for premiums paid under the service members' group life insurance program (38 U.S.C. § 1965 et seq.).

Eligibility limited to time periods when members were deployed on active duty to a war zone.

Department of defense authorized to adopt rules under chapter 91 to implement the program.

Appropriates unspecified sums from general revenues for fiscal years 2011-2012 and 2012-2013, with corresponding appropriations from the special fund for reimbursements; effective July 1, 2011.
