Appropriates funds to the Hawaii judiciary for fiscal years 2011-2012 and 2012-2013, including $6.8 million for Courts of Appeal, $71.5 million for First Judicial Circuit, and funding for additional circuits and administrative operations.

Authorizes $31.424 million in general obligation bonds for capital improvement projects including roof upgrades at Kaahumanu Hale ($4.6 million), a new Kona Judiciary Complex ($12 million total across both years), window replacements at Kapuaiwa Building, and various facility upgrades statewide.

Grants the Chief Justice authority to transfer funds and positions between programs for operating purposes and to make supplemental allotments from the project adjustment fund when bond allocations prove insufficient for capital projects.

Permits the judiciary to transfer general fund savings to the driver education special fund to cover temporary cash flow deficits and authorizes delegation of project planning and construction to other state or county agencies when advantageous.

Specifies that capital improvement appropriations do not lapse at fiscal year end but become unencumbered balances that must lapse by June 30, 2014; takes effect July 1, 2011.
