Establishes that the judiciary computer system special fund shall contain: moneys from administrative fees under section 287-3(a), fees for electronic document certification and electronic copies of documents prescribed by supreme court rule, and fees under sections 607-4(b)(10) and 607-5(c)(32).

Authorizes the supreme court to prescribe fees by rule of court for electronic document certification, electronic copies of documents, and bulk access to electronic court records and compilations of data, with all such fees deposited into the judiciary computer system special fund.

Exempts fees for electronic document certification, electronic copies, and bulk access to electronic court records from being deposited into the general fund, directing them instead to the judiciary computer system special fund.

Takes effect on July 1, 2011.
