Establishes a new Office of Disaster Preparedness within state government, headed by a director nominated by the governor and confirmed by the senate, with a six-year term and salary set by law.

Creates a seven-member Disaster Preparedness Commission to advise the director, with representatives selected by the governor, legislative leaders, county mayors, and the chief justice.

Requires the director to develop a comprehensive disaster preparedness plan including identification of natural hazards, designation of impact zones, mitigation priorities, and response plans to protect residents, visitors, and essential services like airports and hospitals.

Mandates the director submit annual reports to the governor and legislature no later than twenty days before each regular legislative session regarding the disaster preparedness plan status and any proposed legislation.

Appropriates unspecified general revenue funds for fiscal years 2011-2012 and 2012-2013 to establish and operate the office and commission, including staff hiring; effective July 1, 2020.
