Establishes an interagency task force on vog within the civil defense agency of a county with an active volcano, tasked with reviewing vog's effects on human health, school children, agriculture, animals, infrastructure, and the visitor industry.

Task force shall meet quarterly with public notice and testimony accepted; administrative support provided by the county civil defense agency.

Membership includes 15 designated positions including the director of health, Hawaii county fire chief, education representative, agriculture board chairperson, hospital administrator, and various state and county officials.

Task force shall submit a report to the legislature no later than twenty days before the 2013 regular session with recommendations to mitigate vog effects, in conjunction with the state interagency task force on sulfur dioxide hazards.

Task force dissolved on June 30, 2013; takes effect July 1, 2011.
