Creates registration requirements for athletic trainers in Hawaii, requiring them to register with the Department of Commerce and Consumer Affairs and maintain current certification from the National Athletic Trainers Association Board of Certification, Inc.

Prohibits individuals from representing themselves as athletic trainers or using titles like "ATC" or "registered athletic trainer" unless registered with the state; establishes civil penalties for violations under section 436B-26.5.

Exempts students in educational programs, federal employees, visiting lecturers, temporary visiting athletic trainers from other jurisdictions, and special event workers from registration requirements.

Requires athletic trainers to work under the supervision and control of a treating physician who provides verbal or written orders and athletic training service plans.

Takes effect July 1, 2020; clarifies that athletic trainers holding registration shall be regarded as licensed professionals under chapter 436B, but prohibits them from seeking third-party insurance reimbursement.
