Increases the Hawaii Board of Education from nine to ten members by adding one public high school student as a voting member (rather than a nonvoting representative).

Student member serves a one-year term and may be reappointed for one additional consecutive term, with senate confirmation required for a second term.

Student member must have at least a 2.0 grade point average, be in good standing for graduation, and have passing grades in all courses required for graduation.

Student member is a full voting member except on personnel matters, which they cannot vote on.

Establishes minimum and recommended qualifications for all board nominees, with some exceptions for the student member regarding collective bargaining experience.
