Requires the state procurement office to submit annual reports within 180 days of each fiscal year end documenting all consulting services contracts entered into by state agencies, including contractor names, addresses, dollar values, services performed, competitive bidding use, and employee hours and compensation.

Defines "contract for consulting services" to include contracts for analysis, evaluation, research, training, data processing, computer programming, engineering, environmental health and mental health services, accounting, auditing, paralegal, legal, or similar services.

Mandates all state contractors and subcontractors to submit annual employment reports for each consulting services contract detailing the number of employees by category, hours worked, and total compensation.

Requires the state procurement office to submit annual reports on active procurement contracts exceeding $50,000, including contractor names, dollar values, expenditures, bid frequency data, and employee information organized by agency and contract category.

Makes all reports public records subject to disclosure under chapter 92F, with the requirement that names and social security numbers of individual contract employees be redacted before public release.

Takes effect July 1, 2011.
