Requires correctional impact statements to accompany bills filed in regular sessions that pass second reading and create new criminal offenses, amend existing offenses or penalties, or change sentencing, parole, or probation procedures.

Impact statements must address estimated new criminal cases per year, fiscal impact of additional confinement, projected effects on native Hawaiian social and economic conditions, impacts on at-risk communities, and effects on correctional institutions and facility capacity needs.

Establishes that impact statements shall rely on available factual data and directs the corrections population management commission to assist bill introducers upon request by applying a sentencing simulation model to assess correctional impacts.

Adds new sections to Hawaii Revised Statutes Chapter 21 and Chapter 353F to establish the impact statement requirement and commission assistance provisions.

Takes effect January 1, 2113.
