Allows incarcerated persons who were Hawaii residents immediately before incarceration to vote via absentee ballot in state elections.

Clarifies that confinement in prison, jail, correctional facility, or community correctional facility does not cause loss of residency for voting purposes.

Removes the automatic loss of voting rights for persons sentenced for felonies, allowing them to vote while incarcerated or on probation/parole.

Requires registration affidavits for incarcerated voters to include the address of their last voluntary residence before incarceration.

Effective date: July 1, 2011.
