Establishes a medical release program under the Hawaii Paroling Authority allowing release of inmates who are permanently and totally disabled, terminally ill, or geriatric and pose no public safety risk.

Defines eligibility criteria: inmates must be diagnosed by a licensed physician as permanently/totally disabled, terminally ill (likely to produce death within six months), or geriatric (age 65+ with chronic age-related conditions).

Excludes from eligibility persons convicted of murder, attempted murder, class A or B felonies, or offenses requiring registration under chapter 846E.

Requires the Department of Public Safety to assess inmates and forward referrals with medical release plans to the Hawaii Paroling Authority within 45 days of receiving requests.

Sets conditions for released inmates including compliance with approved medical care plans, cooperation with medical providers, submission to supervision, and periodic medical assessments from treating physicians.
