Requires contracts for Department of Hawaiian Home Lands (DHHL) and Department of Transportation (DOT) projects awarded through bidding to be awarded within 30 days of the bid opening date.

Permits a single extension of up to 14 business days if further negotiations with the lowest responsible bidder could provide public benefits.

Requires DHHL and DOT contracts for design professional services (licensed under chapter 464) to be awarded within 45 days of the bid opening date.

Exempts contracts from the deadline requirements if the lowest responsible bid exceeds available funding or if the contract is a design-build project combining design and construction in a single request for proposal.

Takes effect July 1, 2011, and expires June 30, 2013, implementing recommendations from a 2009 construction industry task force to support job creation in Hawaii's construction sector.
