Establishes a burial grant program for New Filipino Scouts who enlisted between October 6, 1945, and June 30, 1947, died after June 30, 2004, and were U.S. citizens and Hawaii residents at time of death.

Allows the Office of Veterans' Services to pay mortuaries and crematoriums directly for funeral, burial, and transportation services instead of requiring advance payment by survivors or interested parties.

Office of Veterans' Services must establish the maximum burial grant amount per veteran, eligibility criteria, application procedures, and invoicing requirements.

Appropriates unspecified general revenue funds for fiscal years 2011-2012 and 2012-2013 to cover burial grant payments for deceased Filipino veterans.

Effective date is July 1, 2011.
