Amends Act 121, Session Laws of Hawaii 2010 to require the construction site inspection task force to submit an initial report by 60 days before the 2011 legislative session and a final report by 60 days before the 2012 legislative session.

Directs the task force to analyze violations involving unlicensed contractors, undocumented workers, and workplace safety violations at construction sites.

Initial report must include scope of potential violations, actions and authority needed, recommended legislation, and identification of funding streams and estimated expenditures.

Final report must specify legislation or other actions required to implement the initial report's recommendations.

Appropriates funds from general revenues for fiscal year 2011-2012 to the Department of Commerce and Consumer Affairs for the continued work of the construction site task force.
