Extends Hawaii Compliance Express electronic system to small business vendors for contracts valued at $2,500 or more awarded under section 103D-305 of Hawaii Revised Statutes.

Allows small business vendors to obtain a single "Certificate of Vendor Compliance" online instead of collecting multiple hard copies from the Internal Revenue Service, Department of Taxation, Department of Labor and Industrial Relations, and Department of Commerce and Consumer Affairs.

Costs vendors $12 per year to use the system and provides real-time monitoring of compliance status with automatic email notifications when compliance status changes.

System had grown from 179 vendors in 2005 to 4,117 vendors by mid-December 2010, with approximately 70 percent of invoices processed using the certificate.
