Adds a new penalty in Hawaii law for anyone who possesses, intentionally transports, harbors, or imports with intent to propagate, sell, or release any invasive species on an official list (specific fine amount to be determined).

Requires the invasive species council to identify, record, and periodically update a comprehensive list of all invasive species present in Hawaii.

Mandates the invasive species council to adopt rules updating the invasive species list no later than June 30, 2012.

Grants the Department of Land and Natural Resources authority to adopt rules pursuant to Chapter 91 to enforce this penalty provision.

Takes effect upon approval and applies the additional penalties in addition to any other penalties prescribed by existing law.
