Requires members of five specified state councils and boards (board of land and natural resources, commission on water resource management, legacy land conservation commission, natural area reserves system commission, and Hawaii historic places review board) to complete a mandatory training course within six months of appointment.

Training course must be developed and administered by the Office of Hawaiian Affairs and cover native Hawaiian and Hawaiian traditional and customary rights, natural resource protection and access rights, state laws and constitutional provisions protecting these rights, and the State's public trust obligations.

Office of Hawaiian Affairs must conduct the training course at least twice per calendar year and may repeat it as needed to accommodate all required attendees.

Board and commission chairpersons must provide the Office of Hawaiian Affairs with the names of required attendees within thirty calendar days of their appointment.

Legislation becomes effective January 7, 2059.
