Amends Section 171-50, Hawaii Revised Statutes, to require state departments or agencies to provide more detailed information when submitting resolutions to the legislature for land exchanges, including specific location, size in square feet, development plans, and historical land classification status.

Adds requirement that state departments or agencies must determine and disclose whether land being exchanged was classified as government or crown lands prior to August 15, 1895, or was acquired by the State in exchange for such lands.

Requires draft copies of exchange resolutions be submitted to the Office of Hawaiian Affairs at least three months prior to the legislative session, allowing the office time to verify the historical land classification.

Amends Section 171-64.7, Hawaii Revised Statutes, to apply the same enhanced disclosure requirements and timeline to concurrent resolutions for proposed sales or gifts of state land.

Takes effect upon approval.
