Removes the requirement that state and county agency projects "may affect" historic properties before triggering mandatory review by the Department of Land and Natural Resources (DLNR) state historic preservation division.

Requires all state and county agencies to notify DLNR and allow review of proposed projects before commencing work, regardless of whether agencies initially determine impact on historic sites.

Applies to projects involving permits, licenses, certificates, land use changes, subdivisions, or other entitlements for use affecting historic properties, aviation artifacts, or burial sites.

Requires DLNR to provide written concurrence or non-concurrence within 90 days; allows appeals to the Hawaii historic places review board and ultimately to the governor.

Takes effect upon approval.
