Enacts the Interstate Compact on Educational Opportunity for Military Children into Hawaii law, establishing procedures for military families with school-age children in kindergarten through 12th grade who move between states.

Requires receiving states to enroll military children based on unofficial education records and honor course placements in honors, AP, vocational, and career pathway programs from sending states, with flexibility for subsequent evaluations.

Permits military children whose parents are on active duty to receive additional excused absences to visit with deployed or returning parents without restriction during testing periods.

Allows military children in kindergarten and first grade to continue at their current grade level regardless of age requirements and permits children to attend school in non-custodial parent's jurisdiction without local tuition charges.

Establishes a state council on educational opportunity for military children within the board of education, including military representatives, school administrators, and legislative members, with appointment of a military family education liaison and compact commissioner.
