Prohibits mutual benefit societies from requiring participating dentist providers to accept fees set or approved by the society unless the services are covered services.

Prohibits health maintenance organizations from requiring participating dentist providers to accept fees set or approved by the organization unless the services are covered services.

Prohibits dental service organizations from requiring participating dentist providers to accept fees set or approved by the organization unless the services are covered services.

Defines "covered services" as dental care services for which reimbursement is available under an enrollee's plan contract, or would be available except for contractual limitations such as deductibles, copayments, coinsurance, waiting periods, maximums, frequency limitations, or alternative benefit payments.

Establishes that violations of these provisions are deemed violations of section 480-2 (Hawaii's unfair competition law); effective July 1, 2050.
