Extends license validity from 1 year to 5 years, with automatic revocation if licensee becomes ineligible under section 134-7, and allows renewal by county police procedures.

Prohibits concealed firearms in 10 specified locations including schools, courthouses, airports, military bases, and alcohol-serving establishments, with exception for justices and judges carrying for personal protection.

Increases licensing fees from $10 to $150 for new licenses and $85 for renewals, with $40 of each fee directed to the domestic violence and sexual assault special fund.

Authorizes state to enter reciprocal concealed carry agreements with other states having substantially similar licensing standards.
