Establishes that the 35-cent-per-ton solid waste management surcharge applies to waste disposed of in permitted or unpermitted solid waste disposal facilities, incineration facilities, and waste-to-energy facilities within the state.

Extends surcharge applicability to solid waste transferred to in-state reduction facilities that collect waste for transport to out-of-state landfills, incineration facilities, or waste-to-energy facilities.

Requires payment from either the person or entity doing the disposal or the person or entity responsible for preparing collected solid waste for out-of-state transfer.

Maintains quarterly reporting and payment schedule requirement for facility owners and operators to transfer collected surcharge moneys to the department within 30 days of each quarter.

Takes effect on July 1, 2030.
