Appropriates general revenue funds for fiscal years 2011-2012 and 2012-2013 to restore funding and positions for the homeless programs office within the department of human services.

Addresses the growing homeless population in Hawaii, which numbered approximately 13,886 adults and children in 2010, representing a 3 percent increase from the previous year.

Aims to restore the homeless programs office's capacity to develop programs and transitional facilities, provide shelter and social services, establish policy direction for homeless programs, and implement the statewide continuum of care.

Restores funding lost in the previous fiscal year when the office experienced a reduction-in-force that eliminated half of its positions and saw its operating budget reduced by millions of dollars.

Takes effect on July 1, 2011.
