Authorizes the correctional industries revolving fund to allocate proceeds toward construction of affordable housing in addition to existing uses like equipment purchases, facility renovations, and inmate wages.

Adds affordable housing to the list of entities that can benefit from low-cost construction, renovation, and repair services provided by correctional industries programs.

Maintains the program's existing purposes of providing inmate employment, training opportunities, and cost-effective operations while incorporating affordable housing development as a new revenue-generating enterprise.
