Amends Hawaii Revised Statutes Section 264-1 to clarify that county highways include old government roads.

Defines old government roads as county public highways that have been vacated, closed, abandoned, or discontinued by county legislative body resolution or otherwise.

Establishes that vacated or discontinued county highways remain county property unless disposed of pursuant to Section 264-3.

Applies retroactively to all county public highways regardless of whether they were vacated, closed, abandoned, or discontinued before or after the bill's effective date.

Takes effect upon approval.
