Amends Hawaii Rule of Evidence 303(c) to update 16 statutory presumptions that govern what is presumed true in legal proceedings without requiring proof.

Extends presumptions regarding published materials to include content posted to government websites, specifically for public authority publications and reports of adjudicated cases.

Adds a new presumption (16) that paid bills for goods or services are presumed to be authentic and contain fair and reasonable charges.

Makes technical grammatical changes throughout the presumptions list, including replacing "which" with "that" and updating punctuation.

Effective date is July 1, 2011.
