Prohibits persons who are subcontracted under a government contract from making campaign contributions during the contract period, extending existing restrictions beyond primary contractors.

Creates new restriction prohibiting any person who submits an offer in response to a government contract solicitation from making campaign contributions from the time the solicitation is issued until a contract is entered into.

Applies the contribution prohibition to offerings made in response to solicitations under Hawaii Revised Statutes sections 103D-302, 103D-304, 103D-305, 103D-306, and 103D-307.

Defines "completion of the contract" as occurring when parties have either terminated the contract or fully performed all duties, all disputes are resolved, and claims are final.

Takes effect upon approval and does not affect rights, penalties, or proceedings that occurred before the effective date.
