Requires fiscal notes to be attached to all bills reported from final committee prior to third reading in either house, beginning with the 2012 regular session, or a statement if the bill has no fiscal impact.

Fiscal notes must include the fiscal impact on existing and new programs, six-year cost projections, funding sources (general fund, federal fund, or other), number of new positions required, analysis of how figures were derived, and the date and responsible parties.

Authorizes committees to request assistance from the legislative analyst and affected state departments or agencies in preparing fiscal notes.

Appropriates unspecified funds for fiscal years 2011-2012 and 2012-2013 for operations of the office of the legislative analyst.

Establishes fiscal notes as a tool to provide transparent cost estimates to legislators and the public for informed decision-making on proposed legislation.
