Amends Hawaii Revised Statutes Section 46-6.5(c) to clarify requirements for public access rights-of-way in subdivisions

Removes the requirement that counties accept dedications of rights-of-way and instead provides two options: counties may either accept dedication and maintain the right-of-way, or require the subdivider to improve and maintain it

Authorizes counties to require subdividers to establish and initially fund a stewardship fund controlled by the county for improvement and future maintenance of the right-of-way

Allows subdivider's successor in interest (such as a planned community association) to assume responsibility for improving and maintaining the right-of-way if required by county ordinance

Effective date is July 1, 2030
