Increases the valuation threshold for special management area minor permits from $125,000 to $250,000 for development projects with no substantial adverse environmental or ecological effects.

Increases the valuation threshold for special management area use permits from $125,000 to $250,000 for development projects that may have substantial adverse environmental or ecological effects.

Adds consolidation and re-subdivision of a parcel of land to the definition of excluded development, provided no additional lots are created and roadway and utility lots are not counted as additional lots.

Restructures the definition of "development" by organizing included uses and excluded activities into numbered subsections while maintaining existing exemptions for single-family residences, agricultural activities, utility maintenance, and other specified uses.
