Prohibits smoking in enclosed or partially enclosed common areas of public housing projects and state low-income housing projects.

Defines "smoking" as inhaling or exhaling fumes of tobacco or any other plant material, or burning or carrying any lighted smoking equipment.

Defines "common areas" as portions of land, buildings, and appurtenances available for use by all tenants or designated by the authority as common areas.

Allows housing authorities to evict tenants upon a third violation of the smoking prohibition, with exceptions for non-resident visitors within twenty feet of a resident during a violation.

Takes effect upon approval with no retroactive application to rights and duties that matured before enactment.
