Enacts the Uniform Military and Overseas Voters Act to enable military members and overseas voters to participate in federal, state, and local elections in Hawaii.

Establishes procedures for covered voters (uniformed service members, their dependents, and overseas citizens) to register and apply for military-overseas ballots using federal postcard applications or electronic methods.

Requires the chief election officer to establish an electronic transmission system for voter registration, ballot applications, and ballot delivery by facsimile, electronic mail, or internet.

Mandates ballots be transmitted to covered voters no later than 45 days before an election, with military-overseas ballots valid if received by end of business the day before the election or postmarked by election day.

Takes effect July 1, 2020.
