HB 468 - County Ethics Commissions; Selection of Members

• Requires each county to adopt a charter amendment establishing that the judicial council shall nominate at least three persons for each vacant seat on the county ethics commission.

• Directs the mayor to appoint county ethics commissioners from nominees selected by the judicial council, eliminating the current requirement for county council confirmation.

• Mandates that the judicial council consider integrity, impartiality, independence, background, experience, and absence of conflicts of interest when nominating commissioners; allows counties to establish additional criteria by ordinance.

• Aims to align county ethics commission selection with state ethics commission standards by removing direct legislative and executive control over the appointment process.

• Takes effect January 7, 2059.
