Requires all Hawaii hospitals licensed under section 321-14.5 to allow advanced practice registered nurses to practice within the full scope of practice authorized under chapter 457, including practice as a primary care provider.

Establishes a joint formulary advisory committee composed of two advanced practice registered nurses, two physicians, three pharmacists, one University of Hawaii medical school representative, and one nursing school representative to recommend applicable drug formularies.

Authorizes advanced practice registered nurses with prescriptive authority to request, receive, and dispense manufacturers' prepackaged samples of over-the-counter and non-controlled legend drugs to patients under their care.

Modifies education and experience requirements for advanced practice registered nurses' prescriptive authority to be determined by board rules in accordance with chapter 91.

Takes effect upon approval.
