Amends Hawaii Revised Statutes Chapter 46 by adding a new section requiring county officials to certify that all conditional county and state highway improvements for a development have been completed or are under construction before issuing grubbing, grading, excavation, or building permits.

Defines "conditional county and state highway improvement" as a county or state highway improvement that is a condition for government approval of a development.

Uses the same definition of "development" as provided in section 46-141 of Hawaii Revised Statutes.

Takes effect upon approval.
