Establishes a pilot project within the Department of Land and Natural Resources to demonstrate phytoremediation using native Hawaiian plants to remove pollutants and improve water clarity in Lake Wilson (Wahiawa Reservoir).

Lake Wilson is Hawaii's largest reservoir with a 3-billion gallon capacity; improved water quality would enable agricultural expansion on approximately 20,000 acres on Oahu's north shore and increase recreational opportunities.

Requires the Department of Land and Natural Resources to submit a report to the legislature no later than twenty days before the 2012 regular session on the viability, safety, and effectiveness of the technology and recommendations for continuation or expansion.

Appropriates funds from general revenues for fiscal year 2011-2012 to conduct the phytoremediation demonstration project (specific amount left blank in bill text).

Takes effect July 1, 2117.
