Directs the Office of Veterans' Services, Department of Accounting and General Services, and Department of Defense to develop a plan establishing a memorial honoring veterans of the Persian Gulf War, Operation Desert Storm, Operation Iraqi Freedom, Operation Enduring Freedom, and Operation New Dawn.

Memorial is to be located on the grounds of the State Capitol near the existing Korean and Vietnam War Memorial.

Requires a public hearing to receive comments and input from interested organizations and residents on the memorial plan.

Requires submission of a report with findings and recommendations to the legislature no later than January 1, 2012.

Takes effect upon approval.
