Establishes a coastal memorials task force within the department of land and natural resources consisting of eleven members including state officials, legislators, county representatives, and community members.

Task force shall review and evaluate coastal memorials regarding beach user safety, develop regulatory standards, and consider the size, placement, and duration of memorials.

Defines "coastal memorials" as impromptu structures built on public land along coastal areas to commemorate deaths.

Task force must report findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2012 regular session convenes.

Task force ceases to exist on June 30, 2012.
